The Fifth Geneva Convention on Cyberwarfare

It's been almost 70 years since the last Geneva Convention, and the world has changed drastically since then. The advent of nuclear weapons, the fall of the U.S.S.R., the 2008 Financial Recession… As Dorothy once said, "We're not in Kansas anymore!". In recent years, one subject has set a remarkable precedent in global politics: cyber-warfare. All it takes now is a simple click, and boom, the entirety of a government's confidential information is now compromised. On another note, false political propaganda on social media has also made waves. As seen with Russia's intervention in the 2016 American election, to what extent can other governments intervene in another sovereign country's election? Delegates will have to find creative solutions to both of these dilemmas to set a lasting international precedent regarding cyber-warfare.
